The proposal is ill thought out as it will create a negative story about tourism in wales. This will adversely affect business possibly leading to closures and less revenue both in terms for local businesses but also for Welsh Govt. It is unwise for Wales to be the only part of the UK that introduces such a levy. There will be a cost on business in collecting the levy reducing profits and lowering tax receipts. If there is less tourism this may result in fewer jobs and reduce living standards in areas such as Pembrokeshire and put more costs on to local authorities.
The Regulatory Impact Assessment is set out in Part 2 of the Explanatory Memorandum (https://senedd.wales/media/g5ipwvwh/pri-ld16812-em-e.pdf). This includes the Welsh Government’s assessments of the financial and other impacts of the Bill and its implementation.
